新聞稿︰攜手共建健康與安全的油旺社區 / Press Release: Together We Build a Healthy Yau Mong District
今日,香港規劃師學會健康城市專責組與醫護行者聯合發表了一份建議報告,提 出土地規劃及相關社區服務建議,以解決油旺社區迫在眉睫的健康及安全問題。 我們期待社區的回應和支持,願從今天開始,我們攜手共同建設一個更健康、更安全的油旺社區。
Today, the Healthy City Taskforce of The Hong Kong Institute of Planners (HKIP) and Health In Action (HIA) jointly release a draft report recommending land use planning and community proposals addressing the imminent health risks and issues in Yau Mong District. We too invite response and support from the society, thus together building a healthier and safer Yau Mong District, starting right from today.

為了回應疫情後的社會願望和需要,香港規劃師學會的健康城市專責組於 2021 年成立,致力探討建設一個更健康的香港的規劃建議。2022 年,醫護行者加入成 為聯合機構,提供了醫療保健方面的專業知識,共同在油旺區推廣這一建康城市 倡議。另外,我們的顧問香港中文大學公共衛生及基層醫療榮休教授李大拔教授 提供了寶貴建議和指導。在社區參與方面,救世軍、香港基督教服務處、香港健康促進及教育協會是支持機構,一直密切參與了整個研究過程。
The Healthy City Taskforce of The HKIP has been set up since 2020 recommending planning solutions for building a healthy HK, amid the then Covid pandemic. In 2022, HIA with their expertise in health issues joined in, thus together we take forward this initiative in Yau Mong District. Professor Albert Lee, Professor Emeritus of CUHK Public Health and Primary Care is the advisor giving invaluable advice and steer to the project. On engagement at the community level, NGOs in particular The Salvation Army, Hong Kong Christian Service, the Hong Kong Health Education and Health Promotion Foundation are supporting organizations of this project. They are all closely involved in the study process.
研究結果重點 Major Findings
總的來說,油旺區環境(包括生活、公共和步行空間)與社區面臨的健康風險 有密切關係。這些不合標準的社區環境,尤其行人路的狹窄直接影響著市民的身 心健康和社區幸福。(詳見附錄 A)。
In general, the physical built environment of the Yau Mong District particularly living, public and pedestrian spaces have contributed to the health risk the community are facing everyday. These sub-standard spaces inevitably erode the physical, mental and community wellbeing of the community to some extent too. (details see Appendix A).不合標準的社區環境固然不利於建立健康生活。特別是缺乏運動鍛煉必然對身 體健康有直接的不良影響;而缺乏社區服務及營造活動亦會影響心靈健康和社區幸福。
This sub-standard built environment is not conducive to healthy living. In particular, lack of physical exercise has a direct adverse impact on physical health; and lack of social and community building activities affects the mental health and community wellbeing.在研究的外展過程中,我們接觸了當地群體包括老年人和少數族裔,並進行了問卷調查。結果顯示了社區中大多數受訪者接受自己的健康現況並感到滿意,但 卻明顯地對他們所處的社區環境不滿意。因此,建議需要同時從兩方面作出改善: 改善社區環境,並且配合社區營造以促進健康生活。
During the study process, we had reached out to various local groups, including elderly and minorities, and also conducted questionnaire survey. One critical finding reveals that majority of respondents in the community are however satisfied with their own health conditions, but certainly not the physical and community environment. The result confirms the need for district improvement on two fronts: enhancing physical built environment as well as community service/education for promoting healthy life.可以在社區裡自由步行是市民最基本的權利,步行也是最簡易可行的運動。我 們應該通過改善街道環境,鼓勵市民日常多步行走路,從而實踐健康生活及促進 心靈健康。同時也要確保社區能夠有足夠的基本醫療服務和社區服務配套,才能 建立一個共融、公平和充滿關懷的社區。
Walking freely in the local community is the most basic form of exercise and rights of citizens. We should promote walking for healthy living, mental wellness, as well as access to primary health care and community services through improving the local street environment to build an inclusive, equitable and caring community.
主要建議 Key Proposals
我們提出短期到長期的建議,旨在提高可步行性和社區連接性,提倡靈活多用途的公共空間,以建立一個健康安全的油旺社區:
Accordingly, we propose the following short to long term proposals, comprising enhancements both on physical and community environment, to build a healthy Yau Mong District:
提高對步行、行人街道安全及暢通、便捷公共空間重要性的認知,以及促進社 會更深的瞭解支援市民身心健康的服務需要。
promote awareness of the importance of walking, pedestrian mobility, accessible public spaces, community support for maintaining physical, mental and community wellness of residents;倡議改善行人街道的可步行性和安全性措施。
advocate measures to improve walkability and safety of pedestrian walkways;減少路邊泊車位,以改善街道環境,並提倡共用路邊泊車位,例如包括在特定 時間劃分為行人專用區,甚至將某些橫街窄巷改為行人專用區。
reduce on-street parking to improve pedestrian and living environment, and share use of on-street parking space including time specific pedestrianizing streets / full pedestrianisation of some local side streets in the longer term;在適合地點建立及推廣健康步行徑,並與當地社福機構、地區關愛隊以及非政 府組織合作,提供健康相關的活動和服務,增強地區營造。
identify and promote healthy walking trails and partnership with District Community Services and Care Team and NGOs to provide health and community services for community building;靈活運用公共空間和行人路作多用途空間,提供健康和社區服務。
multiple uses of open spaces and streets to deliver health and community services; and加快改善眾多小型和分散的公共休憩空間,為身體鍛煉、社交聚會、遊戲和休息提供全面的休憩空間網路,並落實大型公共空間的規劃,包括部分油麻地果欄 和文昌街公園。由此加強社區營造,改善市民健康。
speed up improvement of numerous of small and scattered public open spaces to provide a comprehensive open space network for exercise, social gathering, games and sitting out and implementation of large planned open spaces, including part of the Yau Ma Tei Fruit Market and Man Cheong Street Public Open Space. This would increase social capital for social connectedness as well as better health.

為此,我們將在 2024 年 10 月舉行一次社區論壇,以收集市民大眾意見並進一步完善我們的建議。另外,在 2024 年 11 月,在油麻地推行首次社區步行徑體驗日,旨在提高大家對健康城市的認識,增強社區營造,建設一個健康安全的油旺區。
For this purpose, we will (1) hold a community forum around October 2024 to gauge and further enhance our preliminary proposals; (2) conduct a trial for local community to participate in 'walking trail' around November 2024 aiming not only raising awareness but also strengthening neighbourhood and social capital.
之後,我們將採納社區的意見,在 2025 年初發佈最終報告,希望以此作為推動 健康油旺行動及計劃的基礎。
Afterward, we will endeavour to incorporate community inputs and then to issue the Final Report by early 2025, hopefully as a base for taking forward some actions or programme in the District.

附件 Appendix A
油旺區環境調查結果摘要 Summary Findings on the Built Environment of Yau Mong District
(a) 居住環境 – 油旺區是一個人煙稠密,建築密度高的舊城區,以高齡 樓宇和劏房為主。這區有不少老年人和少數族裔,而少數族裔通常家 庭人數較多。原有的局限加上低於標準的生活環境成為掣肘。在報告 研究中指出,公共空間是城市規劃中對居民健康和社會福祉影響深遠, 因此它們應該是建立健康生活環境的首選解決方案。
Living Space - a very compact and old district, dominated with old building stocks, small living spaces, sub-divided flats and a high population density especially elderly and ethnic minorities often with larger household or extended family. Given these inherent limited and sub-standard living spaces as a constraint, public spaces within the neighbourhood, are identified by this study the vital urban sanctuary for the health and wellness of residents in the planning of the district, thus they should be the first solution spaces for recreating a healthy built environment.
(b) 公共空間 – 但油旺區嚴重缺乏公共開放空間,與政府標準相比,居 民人均擁有的公共空間不足規定需求的 1/4(即人均少於 0.5 平方米, 而香港規劃標準和與準則規定每人最少擁有 2 平方米)。兒童、青少年 和老年人的休閒娛樂以及鍛煉空間在油旺區嚴重短缺。這種赤字對居 住在油旺區居民(尤其是少數族裔)造成不良影響。
Public Space - there is however a serious lack of public open space in the District. Residents have less than 1/4 of the public open space per person in compare with government standards (i.e. less than 0.5 sq.m. of public open space per person, whilst the Hong Kong Planning Standards and Guidelines stipulates 2 sq.m. per person minimum.) Existing open spaces are limited, scattered, small, not user-friendly and surrounded by heavy traffic. There is a severe shortage of leisure and recreation, as well as, sport and exercise spaces for children, teenagers and elderly. Such deficit has prolonged and profound adverse impacts upon residents with inadequate housing noticeably ethnic minorities living in Yau Mong District.
(c) 步行空間 – 油旺區內許多狹窄(寬度小於 2 米)和受阻的行人路占 大多數。貨車進出和路邊泊車使步行條件變得更差,行人安全經常受 到威脅。事實上,在九龍及香港島所有地區中,油旺區交通意外數字 為最高。對交通安全的擔憂阻礙了居民外出,尤其是對行動不便的老 年人來說更是一大挑戰。不合標準和欠缺安全的步行環境不利於健康 和安全,從而損害居民身心健康,有損社區的凝聚力。
Pedestrian Space - many narrow (less the 2 meters in width) and obstructed pavements dominated the District. The walking conditions are further worsened by truck traffic and on-street parking of different types of vehicles, even to the extent that pedestrian safety often under threat. it is a fact that the District has the highest number of traffic accidents among all the districts in both Kowloon and Hong Kong Island. Concern on personal safety is deterring residents especially less mobile elderly from going out. These sub-standard and unsafe spaces are not conducive to a healthy and safe built environment, thus detrimental to the physical and mental health of the community as well as undermining community wellness and cohesion.
