Subsidy Programme
for HKIP Young Planners Professional Development

 

Background

1. To enhance young planners’ professional development, HKIP Council (the Council) agreed at the meeting on 12 Oct 2022 to establish a programme for granting subsidy to eligible young planners who has specific proposal for their professional development, education, field trip or training.  As such, a pilot subsidy programme for captioned with a budget of $30,000 is setup to be launched in Q3 2023, with a view to be a regular programme eventually.

 
  • 2. To ensure the subsidy is directly supporting HKIP young planners’ professional development and relevant education / training, the applicant must be (i) a full member or student member of HKIP and (ii) 35 years old or below as at the deadline of submission*.

    3. All submitted proposal must fulfill the following pre-requisites:

    (a) The proposal has to be related to education, training, field trip and/or attending conference/event for the professional development in town planning of the applicant; and

    (b) The applicant has to agree to provide a report to the Council and conduct a sharing with HKIP members after the subsidized training. Details format and content of the report / presentation will be specified by the Selection Panel (the Panel).

    4. Additional scores will be given, if attending the subsidised event/course/training will contribute or furthering connection as well as promoting HKIP with other relevant organizations, both locally or internationally.

    *Same as the entry requirement of HKIP Young Planner Award.

  • 5. The Panel will be consisted of the following: One of the HKIP Vice-Presidents, Hon. Treasurer, One Convenor/Co-convenor from ETC, One Convenor/Co-convenor from EAC, One Convenor/Co-convenor from MLC, One Convenor/Co-Chairperson from YPG and two members recommended by the Council. The Vice President and Hon. Treasurer will co-chair the Panel.

  • 6. Each applicant could only submit one proposal in each selection exercise. Only individual application is accepted and no group application will be entertained. The applicant has to fill in the attached application form.

    7. The subsidy could not be granted for the payment of tuition fee of an educational degree. Short term courses are acceptable.

    8. No appeal mechanism is available for the subsidy granted. Recommendations made by the Selection Panel and agreed with the Council will be final.

    9. The Panel will determine which item(s) in the proposed budget of the applicant is/are eligible to be funded and the exact amount of the subsidy, based on the submission merits and assigned budget for the subsidy programme. As a general rule, each successful applicant may receive a maximum subsidy for not more than 50% of his/her actual payable cost** of the proposed training subject to a maximum of $10,000.

    **To avoid misunderstanding and be accountable to HKIP members, the items for the “actual payable amount” should be “reasonable and acceptable”, such as reasonable accommodation cost and transportation cost, etc. for a field trip. Subject to panel and council decision.

  • 10. HKIP will invite eligible young planners to submit proposals via email and posting the subsidy programme details onto HKIP website. The Panel will meet to review and rank the applications based on the criteria mentioned in (3) & (4) above. The Panel will make a final recommendation and have council to endorse not later than the end of 2023.

  • 11. On completion of the training, the successful applicant has to submit a written summary / reflection of the training or conference or trip in three A4-size pages (font 12) to the Council and attend a post-training / post-trip sharing or workshop to be agreed by the Council, and to be held within six months after completion of the funded activity or at a date to be agreed by the Council. The subsidy would only be granted to the applicant on completion of the aforesaid written submission and sharing.
