Press Release: The Hong Kong Institute of Planners Celebrates Its 45th Anniversary / 香港規劃師學會慶祝成立45周年

The Hong Kong Institute of Planners (HKIP) held its annual dinner cum award presentations on November 27 to celebrate its 45th anniversary.  The dinner brought together over 400 planning professionals and others from various related sectors for an evening of reflections on the 45 years of dedication and contributions of town planners to Hong Kong’s growth.

香港規劃師學會於11月27日舉行周年晚宴暨頒獎典禮,慶祝學會成立45周年。 晚宴聚集了超過400位規劃專業人士及來自不同相關界別的人士,一同回顧城市規劃師在過去45年來對香港發展的貢獻。

Speaking as the Guest of Honour at the dinner, the Chief Executive Mr John LEE said, “Effective town planning has always been the backbone of thriving and vibrant cities.  Forty-five years ago, the planning profession in Hong Kong took a major and timely step. They set up HKIP to enhance their professionalism and public understanding of their work.  Today, every part of our city showcases the dedication of planners in creating livable communities for the people of Hong Kong.”  

行政長官李家超先生作為晚宴主禮嘉賓致辭時表示:「有效的城市規劃是打造活力城市的根基。45年前,香港的城市規劃師成立了香港規劃師學會,以提高他們的專業水平和公眾對他們工作的認識。今天我們城市的每一個角落,都展示了規劃師為香港市民締造宜居社區的貢獻」。


The President of HKIP Ms Amy CHEUNG recollected the key milestones of the Institute in the past four and a half decades, paying tribute to past presidents for their dedication and achievements. She said “The institute has contributed a great deal to the enhancement of the profession.  But town planning is not something that can be done behind closed doors by a few people.  It is only through effective communications with stakeholders and the wider community can we come up with the best solutions to meet our needs and to tackle our problems.”

香港規劃師學會會長張綺薇女士回顧了學會在過去45年來的重要里程碑,並對歷屆會長的貢獻和成就表示敬意。她說:「學會對專業的發展貢獻良多,但城市規劃不是一項幾個人閉門造車的事情。 只有通過與持份者和市民大衆進行有效溝通,才能找出最佳的解決方案,以滿足我們的需求及解決問題」。

One of the highlights of the evening was the inaugural Outstanding Achievement Award, presented to Dr PUN Kwok-shing, Peter.  This prestigious accolade honours Dr PUN for his exceptional contributions to the Institute and the planning profession, denoted by his foresight back in the 1970s for establishing a locally based professional planning institute, and advocacy to the Government and the University of Hong Kong of the urgent need for a local urban planning programme, which was eventually launched by the university in 1981.  Dr PUN was President of the Institute during 1980-1983 and 1985-1987.  During his some 40 years of service with Government, including being Director of Planning from 1992 to 1998, he led the department in the preparation of many impactful planning documents, such as the Territorial Development Strategy, the Metroplan and the Hong Kong Planning Standards and Guidelines. 

當晚的焦點之一是頒發首屆傑出成就獎予潘國城博士。 潘博士早於1970年代已具遠見地提出成立以本地為基礎的專業規劃學會,並向政府及香港大學倡議開辦本地城市規劃課程。該課程最終於1981年由香港大學開辦,而潘博士亦是學會1980-1983 及1985-1987年度的會長。他在政府服務接近 40 年,包括於 1992 至 1998 年間擔任規劃署署長,帶領部門擬備了多份具影響力的規劃文件,例如《全港發展策略》、《都會計劃》及《香港規劃標準與準則》等。

This year, the project ‘Boardwalk Underneath Island Eastern Corridor (IEC)’ co-created by the Development Bureau, the Planning Department, the Civil Engineering and Development Department, and Meinhardt Infrastructure Environment Limited, was awarded the top prize of both the HKIP Awards and the HKIP Greater Bay Area Planning Awards.  Judges commented that this project would transform the space under IEC into a world-class waterfront leisure space for public enjoyment.  Repurposing this otherwise stagnant space would resonate with inspirational projects like the High Line of New York.

今年,由發展局、規劃署、土木工程拓展署及邁進(香港)有限公司共同合作的「東區⾛廊下之⾏⼈板道 」項目,分別榮獲「香港規劃師學會周年大獎」及「香港規劃師學會大灣區規劃大獎 」的最高榮譽。評審委員認為該項目把東區走廊下的空間打造為世界級的海濱休憩空間供s市民大眾享用。這項目為原本廢置的空間進行重新改造,極具啟發性,可媲美一些國際知名項目,如紐約的High Line。

About HKIP Greater Bay Area Planning Awards 關於香港規劃師學會大灣區規劃大獎

The Greater Bay Area (GBA) Planning Awards were first hosted by HKIP in 2022 in collaboration with the Guangdong Territorial Spatial Planning Association and the Macao Urban Planning Institute, and are given every two years.   The theme of this year's awards is “Sustainable Urban Development: Integration and Utilisation of Blue-Green Resources”.  The judging panel comprised experts from Guangdong, Hong Kong and Macao.  Out of a total of 122 received entries, 16 winning projects have been selected for this year’s Awards, including one project for Supreme Planning Award, four projects for Excellent Planning Award, seven projects for Outstanding Planning Award and four projects for Honourable Mention.  For more details including the list of winning entries, visit www.hkip.org.hk/gbapa2024-en
