Completed in November 2019, the “Study on Existing Profile and Operations of Brownfield Sites in the New Territories” aims to establish a clear definition and comprehensive data profile for brownfield sites in Hong Kong.

An effective means to tackle brownfield issues is through proper planning and development. In recent years, there have been strong public calls for developing brownfield sites for housing. Consolidation of brownfield operations, for example, into multi-storey buildings, can also address some of the land inefficiency and environmental/traffic problems. Under Government’s multi-pronged land supply approach, nearly half of the brownfield sites in the New Territories are already under active planning or development, either in the form of holistically planned New Development Areas (NDAs), or individual development projects by the public and private sectors. In dealing with the rest, the comprehensive data collected, analysed and classified under the Study has provided essential information to review the 450 ha of brownfield sites outside NDAs with a view to identifying suitable brownfield clusters that may have potential for public housing development.

於2019年11月完成的「新界棕地使用及作業現況研究」為棕地訂立了一個清晰的定義，並全面掌握香港各處棕地的數據現況。

通過適當的規劃和發展能有效解決棕地事宜。近年來，公眾對發展棕地作房屋用途有殷切訴求。透過整合棕地作業，例如將其業務遷往多層工業樓宇，可解決部分土地效率低下及環境/交通問題。在政府多管齊下的土地供應策略中，約一半的新界棕地已被納入積極的規劃或發展當中，包括以整體規劃考慮的新發展區模式，或是政府及私人界別的個別發展項目。至於餘下的棕地，研究所收集、分析及分類的整全數據能夠提供重要資料，以檢視450公頃位於新發展區外的棕地，當中有多少地方具有潛力作公營房屋發展。

Gist of Adjudicators’ Comments:

  • The survey has employed the latest aerial photographing technologies (including satellite images, helicopter photos and UAV images), stakeholders interview and on-site surveys to capture the existing profile of brownfield sites, identify key issues pertinent to the operations, and formulate the definition and categorisation of these sites. It sets out in detail the operational characteristics of and major industries involved in the brownfield sites.

  • Based upon the data collected from an extensive territorial survey, the study has conducted a thorough analysis of the existing brownfield operations in a structured, in-depth and professional manner. Accurate and up-to-date data obtained from the study would form a solid ground for necessary follow up actions, thus helping to address the many long standing rural landuse problems in Hong Kong.
