General Manager, Business Strategy - Urban Renewal Authority
The Urban Renewal Authority (“URA”) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.

Responsibilities:
Reporting to Executive Director, Commercial, the incumbent will be responsible for the following:
To take charge of strategic/district-based studies, translate new strategic thoughts on urban renewal to align with business objectives and strategies, planning and policy proposals, and provide professional advice on subsequent implementation mode(s)
To oversee the preparation and circulation of various submissions from strategic/district-based and other planning studies for internal and external approvals to establish “planning reserve”
To oversee the identification of potential Rs projects and ensure adequate technical support for its implementation as part of integrated urban renewal strategy from strategic/district-based studies to establish “project reserve”
To advise on strategic planning, urban design, traffic and other technical issues, and facilitate the formulation of high-level planning and implementation strategy to address urban decay problems
To steer the liaison work with government departments and bureaus and the district council as necessary to solicit support to the strategic/district-based and other planning studies
To take forward findings from other strategic studies including but not limited to Yau Mong District Study, Building Rehabilitation Strategy and/or Strategic Sustainability Study in assigned strategic/district-based and other planning studies with a strategic vision to formulate practical solutions initiating implementation and institutional changes to effectively curb the pace of urban decay
To build collaboration with government departments/institutions to promote better and wider use of geographical information system (GIS) as analytic tools to support various strategic/district-based studies and ensure proper integration with the "Urban Renewal Information System" to enable smart data governance
Requirements:
Degree holder in Town Planning, Urban Design or related disciplines
Recognized professional qualifications, e.g. HKIP, RTPI, RPP or equivalent
Town planning experience in large scale residential/commercial redevelopment in Hong Kong
Minimum 15 years’ relevant experience, of which at least 5 years in a senior management capacity
Experience in working with local developers on sizeable commercial, residential and landscape architectural and urban design/infrastructure projects, master planning and/or government departments and agencies in the development field
Good communication and presentational skills
Good understanding on IT, GIS and smart applications for planning studies
