香港規劃、建築及相關工程領域融入粵港澳大灣區發展座談會 Conference on Integration of HK Planning, Architectural and Related Engineering Sectors into Development of Guangdong-Hong Kong-Macao Greater Bay Area
國家自然資源部國土空間規劃局、廣東省自然資源廳、廣東省住房和城鄉建設廳及香港特區政府發展局於九月七日合辦座談會,向香港建築、測量、規劃、園境(建測規園界)和工程業界介紹多項便利相關企業和專業人士到粵港澳大灣區內地九市開業和執業的優惠政策和開放措施。於會上自然資源部國土空間規劃局副局長門曉瑩女士、廣東省自然資源廳總工程師朱國鳴先生、廣東省住房和城鄉建設廳副廳長蔡瀛先生、中聯辦副主任譚鐵牛院士、香港發展局局長黃偉倫先生、建測規園界立法會議員謝偉銓先生及工程界立法會議員盧偉國先生均就廣東省新的措施先後發言並鼓勵年輕的規劃師及業界到廣東省執業備案,更積極參與大灣區的建設發展。
就有關城市規劃專業方面的機遇,廣東省自然資源廳於會中詳細闡述了《廣東省自然資源廳關於港澳籍註冊城市規劃專業人士在廣東省執業備案有關事項的通知》及《廣東省自然資源廳關於港澳地區城市規劃專業企業在廣東省執業備案管理的通告》兩份政策文件。當中的廣東備案執業措施為港澳地區規劃專業人士和企業提供便利,透過參與粵港澳大灣區內廣闊的規劃服務市場,抓緊更多的發展機遇。
到目前為止香港約有30位分別來有公、私營機構的註冊專業規劃師及4間規劃企業已經在深圳成功註冊備案。相信上述新措施將吸引更多的香港規劃師及企業到廣東省內註冊備案。
The Bureau of Territorial and Spatial Planning of the Ministry of Natural Resources, the Department of Natural Resources of Guangdong Province (DNRGP), the Department of Housing and Urban-Rural Development of Guangdong Province (DHURDGP) and the Development Bureau of the HKSAR Government jointly held a conference on 7 September 2021 for Hong Kong's architectural, surveying, planning, landscape architectural and engineering sectors to introduce a number of preferential policies and liberalisation measures to facilitate the starting of businesses and practising in the nine Mainland cities of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) by the related enterprises and professionals. In the conference, the Deputy Director-General of the Bureau of Territorial and Spatial Planning of the Ministry of Natural Resources, Ms Men Xiaoying; the Chief Engineer of the DNRGP, Mr Zhu Guoming; the Deputy Director-General of the DHURDGP, Mr Cai Ying; Deputy Director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region, Mr Tan Tieniu; the Secretary for Development, Mr Michael Wong; Legislative Council Member for Architectural, Surveying, Planning and Landscape Constituency, Mr Tony Tse and Legislative Council Member for Engineering Constituency, Dr Lo Waikwok spoke on the new preferential policies and encouraged young planners and planning enterprises to conduct record filing in Guangdong Province and actively participate in the development of GBA.
Regarding the opportunities for planning profession, DNRGP elaborated the two important policy documents in the forum, namely "Notice of the Department of Natural Resources of Guangdong Province on Matters Concerning the Record Filing of Hong Kong and Macao Registered Urban Planning Professionals to Practise in Guangdong Province" and "Notice of the Department of Natural Resources of Guangdong Province on Administration on the Record Filing of Hong Kong and Macao Urban Planning Enterprises to Practise in Guangdong Province", which set out the preferential measures to planning professionals and enterprises from Hong Kong and Macao to participate in the large planning service market of GBA, thereby grasping the tremendous opportunities.
As of now, about 30 registered professional planners from public and private sectors and four planning enterprises from Hong Kong have successfully filed their record in Shenzhen. It is believed that the above measures will attract more planners and planning enterprises from Hong Kong to have their file recorded for practice in Guangdong Province.
